These special NPCs reward extra gold when arrested as a Guard
Heroes spawn in completely random locations. Good luck finding them
They can even spawn on the Blimp, where they'll happily fight the criminals
Heroes will attack basically anything

Killswitch: Throws impulse grenades at people because apparently that's a superpower
Morgan Myst: Summons Mystic Figures to jump you
Lightrider: Gives nearby players low gravity
Synthwave: Has no special powers. Just Vibin'

Entire islands had to be updated just so this item could function
