Fixed: Vendor Exit Issue

There was an issue where the player was stuck inside the vendor HUD as the EXIT button would not work. This is fixed.

Now there is a 30 second timer for UIs so they never get stuck open. Once the underlying issue is resolved this timer will be removed.
