I have regen max but hardly ever works is that supposed to happen?

Regen max. works every 1s + 2HP & Shield... but after Health is damaged (Shield damage alone doesn't start regen). Regeneration starts 5s after getting hit until HP and Shield is fully recovered (Safe Rooms are perfect area for it). Damage Buff and Permanent Elite Weapons are crucial for this area + Special Bullets (min. Epic Rarity) - it's ultimate challenge, you need to be really, really well prepared.
