Prospectors - Early on you unlock "The Tool Rack" - this is a very important place where you should put your tools when you are not using them.
If you do not use the tool rack and leave your tools laying about - they will decay. I suspect that pesky Snake Oil Salesman steals them.
Anyhoo - probably best to always make use of your tool rack!
