Emergency bug fix to stop a random crash

Added half size bannisters

Added more full size bannisters including the rest of existing sets ie stone set now has 3 variants not 1

Added the option to override placement rules for floors, stairs, roofs ect (Anything not decor) this option is in the build menu and will allow you to place any amount of pieces into the same grid ie 2 floors in the same grid

Disabled sprays on the lobby area
